Duty I: Establish and support an effective program delivery process within Extension Field Operations.
Provide supervision for and support to County Extension Agents and staff with input from Program Team Leaders.
Provide university-wide liaison for program implementation and evaluation, and personnel evaluation among county offices, Associate Deans, Department Chairs and Specialists.
Work collaboratively with 1890 Extension and South Carolina State University to fulfill program goals outlined in the Federal Plan of Work for South Carolina.
Support Extension System governance through participation in the Program Leadership Network (PLN) and other appropriate State, Regional, and National System functions.
Provide leadership for investigation and implementation of innovative program delivery processes. Seek opportunities for collaboration with teaching and research programs.
Provide leadership for setting the national standard for University-wide public service.
Provide leadership exhibiting a commitment to the PSA 5-year plan.
Duty II: Develop a budget and fiscal management process for effective county operations.
Develop and manage budget priorities including budget requests and expenditures for Field Operations, with Extension Administration.
Allocate state, federal, revenue, and appropriate grant revenue for personnel, operations, and equipment budgets.
Seek funding to support new county positions.
In cooperation with the PSA Business Office, provide operational policies and procedures to Lead Agents. Develop adequate training and monitoring.
Facilitate the effective budget coordination of county budgets with local government in conjunction with Lead Agents.
Encourage, support, and facilitate private gifts, grants, and contract activities with counties. Coordinate activities with the PSA Business Office, Grant Support Services, Office of Sponsored Programs and the University Foundation. Ensure accountability and appropriate accounting for all private gifts, grants and contracts.
Coordinate and support efforts and initiatives within the Clemson University Capitol Campaign relating to Extension Field Operations.
Duty III: Develop and implement staffing plans which reflect the best balance between need and funding. Support and coordinate training for staff.
Develop and maintain staffing models for all field staff units.
Supervise the recruitment, selection, and hiring of Extension Agents and County Personnel.
Ensure that civil and human rights policies are fully understood and implemented by all staff within Field Operations.
Coordinate with Program Leaders and Staff Development to develop and implement career development plans for staff; provide effective management training for supervisory personnel and leadership skills development for all county personnel. Provide leadership for mentoring, internships and other professional development opportunities
Duty IV: Coordinate an effective marketing and public relations plan for Extension at the county level, which is consistent with the overall mission and focus of Extension, PSA and Clemson University.
Support goals and policies developed through the Public Service Activities (PSA) marketing groups, as well as the Extension Marketing Plan.
Support and implement a statewide plan for marketing the Extension, PSA and University budget.
Support and implement a responsive statewide advisory system in cooperation with Lead Agents.
Cultivate the development of strong relationships at the local level between Extension and community leaders.
Support the utilization of leading technology to promote improved Extension program delivery.
Qualifications:
Earned terminal degree (Ph.D. or Ed.D.) or its equivalent in appropriate area of specialization.
Evidence of administrative and leadership effectiveness in a complex organization with responsibilities for budgeting, financial planning, personnel management, strategic planning, and critical decision making.
Demonstrated ability to interact and communicate with administrators, political leaders, faculties and stakeholders.
Demonstrated commitment to diversity in the management of programs and resources, and a proven ability to relate effectively to a wide variety of people of diverse backgrounds.
Effective oral, written, and interpersonal communication skills.
Strong, visionary leader and spokesperson with positive, enthusiastic attitude.
