Clemson University invites application and nomination for the position of Director of the Cooperative Extension Service. The Director administers all aspects and activities of the Clemson University Cooperative Extension Service, the Smith-Lever Act, and all other state and federal laws authorizing the conduct of cooperative extension work in South Carolina. The Director is the primary Extension administrator charged with overall leadership in the development of extension programs. Responsibilities involve the development and monitoring of long-range goals, the coordination of multi-disciplinary programs, developing organizational structure, staffing, evaluation and public relations.

Essential Job Functions: develop and manage state and federal budgets and fiscal procedures that support an effective Extension program; oversee the state Extension system resource allocation, ensuring balanced and effective program delivery across the state; set priorities in the Clemson Cooperative Extension Service program planning process and maintain system-wide goals; establish and support effective program delivery processes; liaison with state and federal agencies and other regional and national Cooperative Extension Service organizations; serve as Clemson University Extension contact to the National Extension System, state agencies, clientele interest groups, associations, industry, and other organizations for the purpose of partnership development (includes communications, planning, and evaluation functions at the state, regional and national level); develop, support and foster policies to enhance civil rights and cultural diversity and help ensure an effective, fair evaluation system for Extension employees; maintain and report program accountability to the public; foster open communications within the Extension system, the university, and with external contacts; work in a collaborative and collegial manner with Clemson faculty and staff to ensure continuity of strategic plans, creating and effective public service program for South Carolina; coordinate an effective image marketing and public relations plan for the Clemson University Extension Service; and coordinate a statewide Extension leadership advisory system
Qualifications:
1. Ph.D. in Agriculture, Natural Resources or related science
2. experience in Extension field operations including program development and delivery
3. experience in development and presentation of research-based extension programming from faculty and other scientists
4. ability to manage personnel from hiring, review, and disciplinary procedures at the staff and faculty level
5. familiarity with land-grant system operations including annual plans of work and annual reporting of Extension programming for USDA and State
6. experience with university budget and financial management systems
