Description of Work:

Serve as Nebraska Forest Service (NFS) Program Leader, providing strong leadership in forest products marketing & utilization, forest & tree inventory, project & properties management. Actively seek external funding for program/project implementation. 


Market Development - Design & implement a comprehensive program that tracks & characterizes existing forest product industries in Nebraska, & investigates traditional & emerging forest product markets & utilization opportunities, particularly woody biomass. Work closely with federal & state economic development & other agencies to develop & expand forest product markets. Develop a comprehensive program to raise awareness of the benefits of woody biomass energy among potential users. Proactively assist institutions, businesses & organizations in converting to woody biomass as a primary energy source. Encourage & assist new biomass industrial producers, e.g. wood pellet mill development. Manage, allocate & track biomass economic feasibility study grants awarded to other organizations. Work closely with GIS specialist to geospatially link biomass availability with potential biomass users. Keep abreast of the status, development, analysis & future of carbon & other ecosystem benefit markets & subsidy programs, & how the NFS should be positioned to best capitalize on these markets. Conduct periodic primary & secondary wood product processors surveys & facilitate data analysis & reporting, in collaboration with the USFS & the NFS Communications & Outreach team. 


Inventory - In consultation & coordination with the NFS state forester & program leaders, & in alignment with the NFS & IANR Strategic Plans, identify rural & urban tree & forest inventory priorities, & design, implement & manage all inventory programs & methodologies that address these priorities. Work closely & collaborate with USFS Forest Inventory & Assessment (FIA), NRCS-NRI, USDA FSA, local NRDs, the Nebraska Department of Natural Resources & other agencies & organizations involved in inventory & remote sensing programs. Work closely with NFS GIS Specialist to ensure inventory data can be used in geospatial applications as appropriate. Be proficient in using various analytical tools to analyze FIA & other inventory data. 


Project Management - Work with program leaders & staff to provide comprehensive oversight on all competitively funded projects. Ensure project implementation is integrated with & coordinated with other projects & programs. 


Property Management - Oversee management & planning for all properties that are the responsibility of the NFS. Make recommendations for management, site planning, maintenance & future use of all properties.
Oversee the implementation of the USFS Forest Legacy Program, working with an array of partners to identify parcels for acquisition, prepare proposals to the US Forest Service and other funders for financial support, & implement property transfers & subsequent management as appropriate.
Work with IANR administration & state forester in acquiring additional forested properties under the management of the NFS.
